Territorial organisation
Our country's territory is divided into smaller parts in order to be easier to administrate and govern. The first level of territorial organisation are Provinces (oblastevi).
There are 22 Provinces in total, each with its own President (the head of government) and a Provincial Assembly (Oblastel Adunare), which is in charge of making laws and issuing decrees and ordinances that will affect the life and affairs in the Province.
Under every Province there are Districts (rajons), the second level of territorial organisation. Districts have also their own head of government, called Government Secretary; and a District Assembly (Rajonel Adunare), who performs similar functions to those of the Provincial Assembly. There are 95 Districts in total.
Finally, the smallest divisions are called Communes (kommunas). Communes usually comprise several towns or villages, but sometimes they are composed of only one town. Communes, unlike major territorial divisions, have a single Communal Council (Kommunela Rada), who is headed by a Prefect. This body altogether represents the local administration of the Commune, in charge of deciding what's best for communal development. The whole Bengenese territory is distributed between 567 Communes.
In between Districts and Communes, there is a fourth, special division: Municipalities (opčinas). This type of division is a city that has extra rights to govern itself. There are 4 Municipalities, which are also the biggest and most populated cities in the country: Isarevo, Tovropol, Anbrók and Stalgrod.
